Over the last years projects and interventions targeting more inclusive conditions for people – or groups of population – in the work environment, in school and in the local community have been increasing, also due to the allocation of specific national and European funds on the issue. These projects mainly deal with educational poverty, social and work inclusion for people with disabilities or living in precarious conditions (substances addiction, conviction, other) and with migration and integration policies.
Most of the times such interventions do not envisage a proper evaluation plan, which guarantees the possibility to verify impact and efficacy of the actions carried out. Applying evaluation to such experimental interventions is first and foremost required by the “inclusive” nature of the projects, which may acquire different meanings for operators, beneficiaries and communities involved in consideration of the intervention goals.
The recourse to evaluation practices is also justified by accounting obbligations (towards the financing organization) and summative purposes (in order to verify the achievement of the expected results), notwithstanding the opportunity they offer to all the actors involved to share interpretations and analysis on what is working and where the major criticalities are, in order to support the creation of a “project alliance” around the issue of social integration.
In this framework, the contribution of Istituto Italiano di Valutazione may offer:
– support to service networks to engage in a critical understanding and assessment of the projects’ objectives and expected results, in qualitative and quantitative terms;
– panels of indicators used to monitor and appreciate the level of social inclusion and integration achieved by beneficiaries by the conclusion of the interventions;
– common devices to assess the quality, efficacy and impact of the interventions;
– a contribution to trace the longitudinal paths of beneficiaries through the periodic collection of data on the project implementation and realized outputs;
– a methodological support to the redefinition of the project means and design, based on the evidences brought by the evaluation activities.
